Stores an event of type test and, when the watch has a webhook, sends it at once and answers
what your endpoint said (status, error). A delivered test makes a failing or paused
webhook active again; a failed one changes nothing but last_error. It is outside the hourly
cap. One test per 10 seconds for a watch (resource_exhausted). Without a webhook the event is
simply in Poll, which is how to try Poll out.
